June's "ASE Question of the Month" challenges technicians' scope know how

Tann Chesley of Manchester, Maryland was chosen at random as the June winner of our monthly "ASE Question of the Month" contest, sponsored by Federated Auto Parts.

Every month, Motor Age hosts a single ASE-style question on a variety of topics. June's question was:

Technician A says that most signals can be captured using the 20/20 Rule - that is, by setting up the scope to capture a range of 0-20v on the vertical scale and setting the time base to 20ms per division. Technician B says that a DSO does not capture a signal in real time - rather, it samples the voltage input and then plots that data on the screen. Who is correct?
