NCOIL to discuss model parts act at annual meeting

The National Conference of Insurance Legislators (NCOIL) will hold its annual meeting in Austin, Texas, Nov. 18-21. Discussions will continue surrounding the proposed Model Act Regarding Motor Vehicle Crash Parts and Repair. The Automotive Service Association (ASA) opposes the Model Act.

ASA raised concerns with sections of the proposed act at the NCOIL spring and summer meetings. NCOIL's Property-Casualty Insurance Committee delayed a decision at both of these meetings and will continue discussions at the annual meeting in November.

ASA opposes the NCOIL Motor Vehicle Crash Parts and Repair Model Act for the following reasons:

  • Concern about the provisions regarding aftermarket parts certification.
  • Lack of a formal consumer written consent process for the use of replacement crash parts.
  • Provisions equating certified aftermarket crash parts to original equipment manufacturer (OEM) parts.
ASA encourages independent repairers to go to the ASA legislative website, www.TakingTheHill.com, and send a letter to NCOIL's Property-Casualty Insurance Committee members in opposition to the Model Act.
