Regulators and shop owners have been seeking secure and simple software that is modern and efficient. Yet, the evolving relationship of the EPA, states and tribes over more than four decades has been using reporting programs developed under statutes that use different and outdated formats to address data exchange problems. While electronic data exchange has achieved dramatic improvements in environmental compliance, opportunities exist to improve services and data protection, through collaborative joint governance, technology and access to trusted information.

The propriety RecsLock software uses epa.gov/e-enterprise technology to monitor financial and non-financial data exchange. The service reduces paperwork by offering electronic reporting, optimized operations, and advanced real-time monitoring tools for data exchange between shop owners, suppliers and co-regulators. The RecsLock technology is enhanced by equipment smart-metering, mobile applications, online portals, smart tools and other investments in information technology. In turn, these benefits help regulated entities by reducing the time it takes to secure, manage, record and report regulatory compliance.

Through E-Enterprise for the Environment, EPA, states and business owners are working together to transform the way automotive service and repair shops implement programs, as a shared responsibility, into a national enterprise for environmental protection that will benefit the regulated community and the public as well as governments and co-regulators.
